The Graduate School embodies current practices in training and educational and organizational development. It serves the needs of the federal government by providing services to support government initiatives. The School operates within the federal government under private sector principles. As a non-appropriated fund instrumentality (NAFI) of the Department of Agriculture, the Graduate School does not receive government funding: it is an entrepreneurial government entity that supports itself through tuition and contract fees and is highly competitive with the private sector.
To effectively and efficiently meet the needs of its clients, the Graduate School employs a wide variety of delivery mechanisms including technology enabled learning, correspondence courses, independent study, classroom training, consult/training, and organizational development consulting. While still probably best known for its regularly scheduled, open enrollment classes, the Graduate School provides a significant service to the United States government through its tailored training and educational and organizational development programs designed to support government agencies.

Consultation with government agencies to develop strategic plans, process and productivity improvement, performance measures and indicators, data collection and analysis systems, and management and information systems.
Consultation on structure and components of human resource development programs to strengthen management and to provide for management succession planning.
Facilitation among governments and federal agencies to identify and prioritize technical assistance and development needs, develop strategic and project plans, allocate resources, and construct evaluation protocols.
Plan and facilitate sector and cross-sector meetings and conferences, establish objectives and agendas, moderate sessions, manage and record session proceedings, prepare reports for dissemination, and conduct post-meeting briefings.
Facilitate experiential learning teams, training sessions and other learning activities in support of strategic plans.
Design, develop, implement, and analyze surveys to assess 1) process and workflow in organizational functions; 2) human resource development needs; 3) management and information systems.
